实行经济责任制是根治企业中吃“大锅饭”和平均主义的好办法。社会主义条件下的经济责任制是在国家计划指导下,以提高经济效益为目的,实行责权利紧密结合的生产经营管理制度。责权利三者之间,责是基础,即企业的一切生产经营活动要对贯彻执行党的方针政策负责,对完成国家的计划要求负责,对社会需要负责。企业要努力提高劳动生产率,不断提高经济效益,保证向国家上交尽可能多的利润,国家应给企业以必要的权力和利益。
