农村基层组织目前存在着“空巢”、“空缺”化的危险,主要原因有:集体经济的衰落劳动力的转移;村民价值取向的嬗变;基层党组织与村民自治组织之间难以调和的矛盾;体制上理论与现实之间的冲突;沉重的债务负担等。问题的存在具有一定的必然性,必须以改革和创新的精神做好基层组织的基础重构、组织建设及相关激励机制的建设。
The main reasons for the existence of “empty nest” and “vacancy” in rural grassroots organizations are as follows: the decline of collective economy; the shift of labor force; the evolution of villagers’ value orientation; the contradiction between grassroots party organizations and villager autonomous organizations; The conflict between institutional theory and reality; the heavy debt burden. The existence of the problem has certain inevitability. We must make the basic reconstruction, organization construction and related incentive mechanism construction of grassroots organizations in the spirit of reform and innovation.
