我国是一个人力资源大国,人力资源占绝对优势,蕴含着丰富的人力资源潜力和智力,如何有效开发和挖掘人力资源的潜能和智力,如何发挥我国人力资源的优势和创新精神,推动经济持续发展是一个亟待研究和解决的重大课题。加强人力资源开发,其实质就是以人为中心,以人力资源的教育、科技进步和知识普及为内容,充分开发人的潜能和智力。而只有强化人才资源开发,才能形成人才资本,才能充分发挥这种优势和作用。具体如何发挥这种优势,笔者提出以下几点供参考。
As a large human resources country, human resources occupy the absolute predominance, which embodies abundant potential and intelligence of human resources. How to effectively develop and tap the potential and intelligence of human resources? How to give full play to the advantages and innovative spirit of human resources in our country so as to promote sustainable economic development? It is a major issue to be studied and solved urgently. To enhance the development of human resources, its essence is to regard people as the center and to fully develop people’s potential and intelligence with the education of human resources, the advancement of science and technology and the popularization of knowledge. Only by strengthening the development of human resources can talent capital be formed in order to give full play to such advantages and functions. Specific how to play this advantage, the author made the following points for reference.
