目的本文通过对国内外具有代表性的区域医疗联合体服务模式进行分析,探讨区域内医疗资源重新整合与配置,以医疗联合体的模式为居民提供周到、方便、温馨的医疗服务,并对该区域医疗联合体的体制机制、功能定位、考核评价等方面进行设计与规划。同时对上海市闵行区医改进行了初步总结:上海市闵行区以信息化为支撑,通过构建以“公益性”为核心的公立医院绩效考核评价指标体系,和以基本医疗、家庭医生服务、公共卫生服务和内部管理为主要内容的社区卫生服务绩效考核评价体系;探索了建立区域卫生事业经费统筹和增长制度,实施卫生事业经费统筹拨付补偿机制;建立完善公立医院监管体系等工作,强化了公立医院的内部管理和公益性,极大地缓解了群众“看病难、看病贵”问题,有力地提升了健康管理的水平,实现了医药卫生事业管理向精细化、数字化、科学化的转变。通过此次对闵行区公立医院改革试点工作的评估,旨在为上海市公立医院改革提供政策建议和理论基础,为“十二五”期间上海市深化公立医院改革提供借鉴启示。

At the same time, the paper summarizes the medical reform in Minhang District, Shanghai. Taking Minhang District of Shanghai as an example, through the informatization, through constructing the public hospital performance appraisal index system with “commonweal ” as the core, and taking the basic medical service and family doctor service , Public health services and internal management as the main content of the community health service performance appraisal system; explored the establishment of the regional health funding co-ordination and growth system, the implementation of health funds to allocate compensation mechanisms; establish and improve the public hospital regulatory system and so on, to strengthen The public hospital internal management and public welfare, greatly easing the masses “see a doctor difficult to see expensive” issue, effectively enhance the level of health management, to achieve the medical and health management to the refinement, digital and scientific change. Through this evaluation of the pilot reform of public hospitals in Minhang District, this paper aims to provide policy recommendations and theoretical basis for the reform of public hospitals in Shanghai and provide inspiration for deepening the reform of public hospitals in Shanghai during the 12th Five-Year Plan.
