随着外国劳工进入我国劳务市场逐步增多,加强对外国劳工的管理已经成为当务之急。文章通过对广西东兴市外国劳工管理服务政策以及面临困境进行探索性分析后,提出了建立劳工入境备案制度,由非政府组织负责协调登记,先纳入后管理;争取政策放宽越南劳工的居留和就业,并对符合条件者发放就业证;利用东盟自由贸易区的区位优势和低廉的越南劳工用工成本,招商引资,扩大产业集群规模等对策建议。
With the gradual increase in the labor market for foreign labor entering China, strengthening the management of foreign workers has become a top priority. After the exploratory analysis of foreign labor management service policy and its difficulties in Dongxing, Guangxi, the article proposes the establishment of a system of labor entry filing, coordinated by non-governmental organizations for registration, and then incorporated into post-management; the policy of relaxing the residence and employment of Vietnamese laborers , And issue employment permits to those who meet the requirements; take advantage of the regional advantages of the ASEAN Free Trade Area and low labor cost in Vietnam, attract foreign investment, and expand the scale of industrial clusters and other countermeasures.
