如何做好信访维稳工作,确保企业和谐稳定发展的局面,是企业基层工作亟需解决的重要问题。当前,企业改革进入攻坚阶段,发展处于关键时期,各种利益矛盾和群体性纠纷大量增多,群众信访呈现多发趋势,严重分散了各级党委、企业抓改革谋发展的精力。近两年来,我们从接触并解决的一些信访事件中观察,群众上访尤其是越级上访、集体上访,很多是由于企业在重组改制过程中遗留的一些历史性难题、政策覆盖不全面以及上访者要求过高所致,解决难度异常复杂。

In the past two years, we have observed from some letters and visits that we contacted and resolved. Many people petitions, especially petty-translated petitions and collective petitions, are due to some historic problems left over by the enterprises during the reorganization and restructuring process, incomplete policy coverage and demands of petitioners Too high due to the extraordinary complexity of the difficulty of solving.
