各省、自治区、直辖市党委和人民政府,各大军区党委,中央和国家机关各部委,军委各总部、各军兵种党委,各人民团体:关于建立纪念设施问题,党中央、国务院一贯坚持从严控制的原则,多次作过指示,已有明确规定。各地区、各部门贯彻执行的情况总的是好的,但也还有一些地方、单位对此控制不严,甚至出现不经报批就擅自修建纪念设施的现象。经党中央、国务院同意,现再次重申,各地区、各部门、各单位要认真贯彻落实《中共中央办公厅、国务院办公厅关于重申严格控制建立纳设施的通知》(中办发[1988]9号),严格执行蚶下规定:’一、建立纪念设施必须报经党中央、国务院批准。未经党中央、国务院批准,不得新建个人纪念馆和设立个人故居,也不得在公共场所、工作区域修建任何历史事件的纪念设施和个人塑像、纪念碑、纪念亭等。

With the agreement of the CPC Central Committee and the State Council, we now reiterate that all localities, departments and units should conscientiously implement the “Notice of the General Office of the CPC Central Committee and the State Council about Reaffirming the Strict Control over the Establishment of Facilities” (Zhongbanfa [1988] 9 No.), strict implementation of the following provisions: ’First, the establishment of memorial facilities must be submitted to the Central Party Committee and the State Council for approval. Without the approval of the Party Central Committee and the State Council, no new memorial hall or personal residence shall be established nor any memorial facilities, individual castles, monuments, memorial stands, etc. for any historical events shall be constructed in public places and work areas.
