国库集中支付制度是我国公共财政体制改革的一个重要组成部分,其在目前各级政府以及单位中得到了广泛的应用和推广。国库集中支付制度能够提高财政部门对于各级预算单位的控制力,提高对于预算资金的监管能力,还能不断提高我国财政管理的效率。目前,在国库集中支付制度实行之后,对于国库集中支付资金的动态监控的管理仍然存在着一些问题。本文针对这些问题提出一些相应的对策建议。
The centralized treasury payment system is an important part of the public financial system reform in our country. It has been widely applied and popularized in the current government and units at all levels. The treasury centralized payment system can improve the financial department’s control over the budget units at all levels, improve the ability to supervise budget funds, and continuously improve the efficiency of fiscal management in our country. At present, after the treasury centralized payment system is implemented, there still exist some problems in the management of the dynamic monitoring and control of centralized treasury payment. This article puts forward some countermeasures and suggestions for these problems.
