农村教师队伍在数量和结构上存在整体超编和结构性缺编的问题,不合理的编制结构致使农村教师队伍出现青黄不接、老化严重、教非所学、学非所教等诸多问题,个别教师专业化水平及非学术素质较低。解决这些问题首先是优化农村教师队伍结构,调控人才的合理使用,各方共同努力解决农村教师继续教育经费短缺问题,另外对农村教师在福利待遇上应实行相应的政策倾斜。
