企业租赁经营这一形式,最早出现于苏联新经济政策时期,其目的是利用私人资本来恢复和发展苏维埃国家暂时无力经营的工矿企业。由于当时的具体历史条件,这一形式没有得到发展。恩格斯在《论住宅问题》一文中指出:在社会掌握生产资料的条件下,“无论如何都不能排除承租和出租的保存”。近几年来,随着改革的深入,不少地方和部门对一些中小型企业试行租赁经营,形式多种多样,本文试就企业全员租赁经营,作一些粗浅的探索。
The form of enterprise leasing operations first appeared during the period of the Soviet Union’s new economic policy. Its purpose was to use private capital to restore and develop the industrial and mining enterprises that were temporarily incapable of operating in Soviet countries. Due to the specific historical conditions at the time, this form has not been developed. Engels pointed out in his article “On Residential Problems”: Under the condition that the society has the means of production, “the preservation of rent and lease cannot be excluded in any case.” In recent years, with the deepening of reforms, many localities and departments have piloted leasing operations for small and medium-sized enterprises in a variety of forms. This paper tries to make a few shallow explorations on the leasing of all employees.
