随着新一轮城镇化的到来,农业产业化、农村城镇化、农民市民化向纵深推进,加上当前农业人口出生率下降,农村学校办学规模日渐萎缩。为适应这一新形势的变化,以地理中心原则为导向,对规模偏小、师资分散、布局失谐的学区内中小学校进行整合,实行九年一贯制办学,是农村地区基础教育持续、均衡发展的必然选择,其根本方向在于“九年一体”、“制度一贯”。配置勤廉高效的领导班子,实行条块结合的管理模式,构建“一贯一体”的运行机制,是组建农村九年一贯制学校的规范路径。
With the arrival of a new round of urbanization, the industrialization of agriculture, urbanization in rural areas, and the peasant citizenization are being pushed forward. Coupled with the current decline in the birth rate of agricultural population, the scale of running schools in rural schools is shrinking. To adapt to changes in this new situation and to guide the principle of geographic center, to integrate small and medium-sized schools in the school district with small scale, decentralized teachers, and disorganized layout, and to implement a nine-year system for running schools, it is a sustained and balanced basic education in rural areas. The inevitable choice for development is based on the “nine-year-one” and “system-based”. The allocation of hardworking and efficient leadership teams, the implementation of a combined management model, and the construction of an “integrally consistent” operating mechanism are the normative paths for the establishment of a nine-year consistent school in rural areas.
