中国企业要有个大发展,就必须“走出去”,在其它国家特别是已结成自由贸易区的国家开办工厂可以绕过对华贸易壁垒,利用其内部化就地生产、就地销售或出口到对我国重重设限的国家,从而带动出口,规避国际贸易壁垒,避免反倾销。同时适当地把国内过剩的生产能力、原材料及零部件“配置”到国际市场上去。经过多年的努力,“走出去”的战略方针正得到逐步落实,中国企业的国际化形象已经初步树立。 据有关部门估算,中国境外所有投资项目的资产总和已达1500亿美元,中国企业“走出去”已小有成就,进一步参与海外竞争的条件更加成熟。然而,尽管中国在跨国经营上取得了一定的成绩,但从已经“走出去”的企业现状看,仍存在种种局限,投资效益尚不令人满意。而一些企业在实施“走出去”战略时尚需要迈过许多“沟沟坎坎”,像在投资地选择合作伙伴不够谨慎;缺乏国际化经营管理人才,对国外投资市场不清楚;对当地法律法规不了解,导致“水土”不服等等。 为此,企业在走出去之前,要认真地做好知识准备和相应的人才准备,要全面地熟悉和把握国际惯例以及东道国的法律政策。
To have a big development, Chinese enterprises must “go global”. However, although China has made some achievements in transnational management, there are still some limitations on the status quo of enterprises that have “gone global.” Investment returns are not yet satisfactory. However, some enterprises need to go through many “gullys and valleys” when implementing the strategy of “going global”. They are not cautious about selecting partners for their investment. They lack international management personnel and are not clear about foreign investment markets. They do not understand local laws and regulations, Lead to “soil and water” and so on. To this end, before going out, enterprises should conscientiously prepare their knowledge and prepare corresponding personnel, and should be thoroughly acquainted with international practices and the host country’s laws and policies.
