近十年来,聋哑青少年刑事犯罪的现象不断增加。聋哑青少年这一特殊群体的高犯罪率的形成,已经成为值得我们反思的社会问题。聋哑青少年这个特殊群体,在犯罪作案时有其不同于一般犯罪的特征。聋哑青少年犯罪产生有其特殊的原因。对聋哑青少年犯罪这一特殊社会现象,应采取相应措施,做到惩处、教育、预防相结合,减少聋哑青少年犯罪及其危害,从而有利于构筑和谐社会并进一步推动其发展。
In the past decade, the criminalization of deaf-adolescent adolescents has been on the rise. The formation of a high crime rate for this special group of deaf and mute adolescents has become a social issue that deserves our reflection. This special group of deaf and dumb teens has its own characteristics that are different from those of ordinary crimes when committing crimes. Deaf and dumb teens have their own special causes. Deaf and adolescent juvenile delinquency, a special social phenomenon, should take appropriate measures to punish, educate and prevent the combination of reducing the deaf and juvenile delinquency and its harm, thus contributing to building a harmonious society and further promoting its development.
