社会保障转移支付作为协调政府间社会保障财政分配关系的基本手段,其目标是实现各地区间社会保障公共服务水平的基本一致性,使不同经济发展水平地区的居民都能享受大体相同的社会保障服务内容和相似的服务效果,这是建立社会保障转移支付制度的远期目标。然而从近期来看,由于我国生产力水平还比较低,而且各地区经济发展水平极不平衡,各地社会保障服务水平均等化的目标不可能一蹴而就,只能是分步骤分阶段地逐步实现。
