发展集体经济“是又一个很大的前进”,是邓小平关于“中国社会主义农业的改革和发展”理论不可或缺的组成部分。从实践来看,要“长期稳定并不断完善以家庭承包经营为基础、统分结合的双层经营体制”,就必须改变“统”“分”失衡的现状,大力发展统分结合的集体层经营,壮大农村集体所有制经济,强化多种模式的合作经济,发展作为混合经济模式的合作农场。
