In recent years, Tonghua City has closely focused on the development of regional industries, starting with the establishment of a system of limited liability and the mechanism of mergers and bankruptcies, relying on market regulation to reform state-owned enterprises, making a fuss about introducing incremental capital and revitalizing stock assets, and promoting economic structure optimization. The quality of the state-owned industrial economy in the city has significantly improved, and the industrial economy has embarked on a virtuous circle. Our main approach: First is to speed up the reform of the joint-stock system and start private capital to achieve restructuring of state-owned enterprises and asset restructuring. Under the market economy conditions, the funding issue has become an important factor that has plagued the survival and development of state-owned industrial enterprises. Through the joint-stock reform of enterprises, we have solved production and development funds for enterprises. Since 1992, we have selected some large-scale enterprises with good efficiency and broad prospects for development to be reorganized into joint stock limited companies, and reorganized some small-scale, profitable enterprises into limited liability companies or joint-stock cooperative enterprises.
