本文通过对青海玉树7.1级地震及两年前汶川“5·12”8.0级巨震的初步分析,研究了灾后重建的源于城市与建筑安全设计的社会经济可持续发展要点。一次比一次巨大且复杂的灾难令人刻骨铭心,但它更昭示人类,下一次灾难降临城市该如何应对。无数灾例说明,越是现代化程度高的城市越有必要发问是否进行了安全设计,只有从系统化与灾难周期全过程的视角去把握灾难对策(技术与文化、自然与人为、社会与经济、心理与生理、职业与责任等)才真正有望形成一个与和谐社会趋于一致的城乡建设的安全环境与可保障空间。
Based on the preliminary analysis of the Yushu MS7.1 earthquake in Qinghai Province and the Wenchuan “5.12 ” magnitude 8.0 earthquake two years ago, this paper studies the key points of sustainable socio-economic development from post-disaster reconstruction of urban and building safety design. Once upon a time, the enormous and complex disaster is unforgettable, but it also shows how mankind can deal with the next disaster in the city. Countless cases show that the more modern a city is, the more it is necessary to ask whether it has conducted a safety design or not. Only by taking a holistic approach to disaster response (technology and culture, natural and man-made, social and economic, Psychology and physiology, occupation and responsibility, etc.) is really expected to form a safe environment and a guaranteed space for urban and rural construction in line with a harmonious society.
