公共住宅金融最终目标是促进劳动力的再生产,因此公共住宅金融只能以劳动力价值而不是住宅商品价值为经济基础。城市地租不属于劳动力价值的基本组成部分,不应该进入公共住宅供给成本。公共住宅供给成本只包括建筑成本、土地投资和农业地租。从历史上看,城市地租是否进入以及多大程度上进入公共住宅供给成本,取决于不同时期的政治和经济环境。城市地租进入公共住宅供给成本,既增加了消费者财务负担,又增加了政府财政负担,严重时还会诱发公共住宅金融危机。中国生产力水平低,财政负担重,应避免城市地租侵蚀公共住宅金融的经济基础。
The ultimate goal of public housing finance is to promote the reproduction of labor, so public housing finance can only base its economy on the value of labor rather than the value of residential goods. Urban rent does not belong to the basic components of labor value, should not enter the public housing supply costs. The cost of supplying public housing only includes construction costs, land investment and agricultural land rent. Historically, whether urban land rents entered and to what extent the cost of supplying public housing depends on the political and economic environment of different periods. Urban land rent into public housing supply costs, not only increase the financial burden on consumers, but also increase the financial burden on the government, serious public housing will also induce a financial crisis. China’s low productivity and financial burden should avoid urban rent erosion of the financial basis of public housing finance.
