海洋开发是新技术革命的重要内容之一,为使浙江经济建设有足够的后劲,实现在本世纪末工农业总产值翻两番多的战略目标,在省科委、计经委领导下,省科技规划办公室于1984年10月10日至13日在海盐召开了浙江省海洋综合开发利用论证会。会议委托国家海洋局第二海洋研究所筹办,该所所长、副研究员余国辉任论证组组长,省河口海岸研究所总工程师、高级工程师戴泽蘅任副组长。省各有关单位从事海洋科研、海洋管理工作的专家及省政府、省科委、省计经委、华东勘探设计院等单位有关部门的43位代表参加了论证会。 与会人员认真学习了省委书记王芳同志的《开发浙江海洋资源的调查》及国家海洋局局长罗钰如同志的《海洋开发的现状和发展趋势》的重要文章;听取了关于全省交通、水产、海岸
