江泽民同志在中纪委六次全会上明确指出:“越是改革开放,越要加强和健全党内监督”。当前,在建立现代企业制度的新形势下,企业党组织将面临更多的新情况,肩负着十分艰巨的防腐拒变重任,亟需不断强化自我监督功能,积极探索和借助新思路、新方法,加速健全和完善企业中的党内监督约束机制。 一、强化企业党组织自我监督功能刻不容缓 在企业制度创新的形势下,要不要加强和完善企业党内监督?有少数同志担心强化监督会制约发展,会影响企业走向市场;也有人认为,公司制企业内部设立“新三会”(董事会、股东会、监事会),相互制约,彼此监督,预示着党内监督可有可无。这些观点是比较片面而狭隘的。事实上,建立现代企业制度后,企业党内监督功能非但不能弱化,而且必须强化。
