自五十年代以来,在我国许多地区建成了冶金基地。通过工程实践,在施工管理方面取得不少宝贵经验。在工程施工过程中,由于天气变化、工地分散、资源条件和交通运输等方面的直接影响,容易造成投资运用不当,劳动生产率反复无常,工程质量和计划进度难以控制。
