在目前公共租赁住房政策框架体系下,着重对公共租赁住房的保障群体界定、发展的可持续性以及与其他住房保障体系的可转化性问题进行分析与研究。在此基础上分别认为,在保障对象界定上,既存在过度扩大保障范围的问题,又明显存在偏窄的问题;公共租赁住房无论在供应还是使用效能的可持续性上都存在一定的问题;公共租赁住房与其他保障性住房之间的可转换性差,等等。对于这些问题处置与解决的好坏,将直接影响到公共租赁住房政策效能的高低。 Under the current public rental housing policy framework, we focus on the analysis of the protection group definition of public rental housing, the sustainability of development and the transformability with other housing security systems. On the basis of that, we think that there is not only a problem of over-extending the scope of protection but also a narrow one in the definition of the object of protection. There are some problems in the public rental housing in terms of the sustainability of supply and use efficiency. Poor transferability between public rental housing and other affordable housing, and so on. The quality of disposal and settlement of these problems will directly affect the performance of public rental housing policy.
