如何理顺深化改革、“双增双节”、企业升级和管理现代化的关系,是当前企业中急需解决的问题。这四项任务虽然都有各自的具体要求,但又有相互内在的逻辑关系。这四者的关系应该是:在坚持四项基本原则的前提下,以深化企业改革为动力,不断提高企业现代化管理水平,保证“双增双节”运动的深入开展,逐步达到提高质量、降低物耗、增加效益的企业升级目标。笔者就其中“双增双节”与企业管理现代化的关系谈些浮浅看法。这次“双增双节”是在深入进行经济体制改革的新形势下提出来的。从目标上讲,短期目标可与企业年度生产任务结合;中期目标,可与企业升级结合;长期目标,可与企业战略目标结合。即“双增双节”运动的目标
