Using a set of internal coordinates and three Euler angles to describe the collective motion of the octupole deformable system, the kinetic energy is decomposed into three parts: the deformation vibration in the body coordinate system, the rotation of the body coordinate system in the laboratory, and the coupling of vibration and rotation . Quantum kinetic operators are derived, and some special octupole transformations of collective spectra are discussed.
