近年来,我国旅游危机事件层出不穷,旅游危机应急治理能力考验着各地方政府的执政能力。随着时代的发展,政府处理危机的模式逐渐演变为以政府为中心,社会组织、企业等共同参与的协同治理模式。本文以厦门“莫兰蒂”台风事件为例,分析当前我国地方政府在旅游危机治理方面存在着立法不完善、组织体系不健全以及公众参与性不高的问题,并在整理我国政府旅游危机应急机制发展的基础上,指出要完善旅游危机应急法规、建立协调组织体系、加强与媒体间的关系以及正确引导社会公众的参与,希望能对我国地方政府旅游危机治理方面能有所借鉴。
In recent years, China’s tourism crisis emerges one after another, and the emergency crisis management capability of the tourism crisis tests the governing ability of local governments. With the development of the times, the government’s crisis management model gradually evolved into a collaborative governance model involving the government as the center, social organizations and enterprises. This article takes Xiamen “Morandi ” typhoon event as an example, analyzes the current local government in our country’s tourism crisis governance aspects of imperfect legislation, the organizational system is not perfect and the public participation is not high, and organize our government tourism On the basis of the development of crisis response mechanism, it is pointed out that it is necessary to improve the emergency laws and regulations of tourism crisis, establish a coordinating organization system, strengthen the relationship with the media and properly guide the participation of the public, hoping to draw lessons from the crisis management of the local government in our country.
