循环经济是把清洁生产、资源综合利用、生态设计和可持续消费融为一体,促进社会经济系统和自然生态系统良性互动的经济运行模式。在分析我国省域循环经济发展现状及其特点的同时,借鉴日本、德国、美国等国家省域循环经济发展模式经验,并探究低碳节能与生态驱动下的政府行为,由此界定省域范围内主体功能区、分类分区构建循环经济发展新模式,从而健全主体功能区机制体系、推进省域循环经济模式创新进程。即针对优化开发区域、重点开发区域、限制开发区域、禁止开发区域,健全其管理机制、监督机制、保障措施、政策体系,推进生态与低碳引领、公众与社团合力、技术与人才并重、强化政府责任等省域循环经济模式创新发展。
