The nineties is a crucial period for the socialist modernization in our country. In today’s world-wide competition, it is the competition for comprehensive national strength, the competition for science and technology and education, and the competition for talents in the final analysis. Judging from the international environment, the world is in an era of fierce international competition and challenge of new technology revolution. Since the reform and opening up, the 14th CPC National Congress in particular has set the goal of establishing a socialist market economy as the economic reform. The Third Plenary Session of the 14th Central Committee of the Party put forward the basic framework for China’s socialist market economy. In March 1996, the NPC further submitted the Ninth Five-Year Plan
