党的十六届四中全会作出构建社会主义和谐社会的重大决策,特别是去年2月胡锦涛同志在中央党校举办的省部级主要领导干部提高构建社会主义和谐社会能力专题研讨班上发表重要讲话以来,各地、各界对建设和谐社会进行了广泛而深入的研究和实践。笔者在南宁市的实践,主要是着力于发展经济、改善人居、保护环境,促进人与自然和谐；教育培训、充分就业、社会保障、应急联动,实现人与人、人与社会的和谐。一句话,在经济社会发展的基础上,使最广大市民安居乐业,从而实现各阶层和谐相处、全社会共同发展。
The Fourth Plenary Session of the 16th CPC Central Committee has made important decisions on building a socialist harmonious society. In particular, the important speech made by Comrade Hu Jintao at the special seminar on improving the capacity of building a harmonious society at the provincial and ministerial level held by the Central Party School in February last year Since then, all localities and all walks of life have conducted extensive and in-depth research and practice on building a harmonious society. The author’s practice in Nanning is mainly focused on economic development, improvement of human settlements, protection of the environment and promotion of harmony between man and nature; education and training, full employment, social security and emergency coordination to achieve harmony among people, man and society. In a word, on the basis of economic and social development, the vast majority of the people live and work in peace and contentment so as to achieve the harmonious coexistence of all social strata and the common development of the entire society.
