县级公立医院改革,关键是补偿新机制的建立,目前需要思考和探索的问题是,如何建立符合县域实际的补偿机制。按照政策设计,县级公立医院破除以药补医机制,取消药品加成后,补偿渠道改为政府投入和调整医疗服务价格。从政府投入来看,我们县经济结构非常单一,2008年以后,受经济下行、市场不景气的影响,县内主要企业经营状况下滑,导致县财政非常吃紧,今年第一季度县财政收入8000万元,只有去年同期的一半。
The key to the reform of county-level public hospitals is to set up a new mechanism for compensation. At present, the issue that needs thinking and exploration is how to establish a compensation mechanism that is consistent with the actual conditions in the county. In accordance with the policy design, the public hospitals in county-level hospitals have eliminated the mechanism of drug replacement by doctors and the compensation channels have been replaced by the government inputs and the prices of medical services have been adjusted after canceling the drug addition. From the perspective of government investment, the economic structure of our county is very single. After 2008, due to the economic downturn and the downturn of the market, the operating conditions of major enterprises in the county have been declining, causing the county finance to be very tight. In the first quarter of this year, the county fiscal revenue was 80 million Yuan, only half of the same period last year.
