创新集群是具有持久创新活力的价值链集群,价值链主体具有高强度的研发投入,在一定地域内形成多元参与的高效运转创新网络,实现知识的快速流动与积累。创新集群的发展模式有政府主导型、政府服务型和混合型三种。我国发展创新集群的外部环境不够完善,内部条件较为薄弱,需要在共性技术平台建设、创新网络、人才引进、中介服务、创新链、投融资环境等方面予以改善。
Innovation cluster is a cluster of value chains with lasting innovation and vitality. The main body of the value chain has high-intensity R & D investment, forms a multi-participating and highly efficient operation innovation network in a certain geographical area, and realizes the rapid flow and accumulation of knowledge. Innovative cluster development model government-led, government services and hybrid three. The external environment for the development of innovative clusters in our country is not perfect enough and the internal conditions are weak. We need to improve the common technology platform, innovation network, talent introduction, intermediary services, innovation chain, investment and financing environment.
