齐分局的安生产,通过应用“安全系统工程”,建立和优化符合分局实际的“二三五”安全管理模式,至今已经连续2000多天无责任行车重大、大事故,经历了五个安全年。在这期间,办公室为领导决策发挥参谋助手作用,围绕分局不断提高安全管理水平、确保运输生产安全这个首要任务,以如何提高参政水平为主题,从理论和实践上进行了不懈的探索。概括起来,比较突出的有以下三点:
