随着新世纪首年11月10日在多哈一声棰响,中国被“WTO”正式接纳为第143个成员国。我们终于“入世”了。激悦之余,冷静思考。我们到底能为“入世”作些什么?作为处于农业前沿的乡镇财政部门最基础的工作是支持农业经济发展,建设农村财源,促进农民增收,开拓财政收入新亮点。根据乌拉圭回合《农业协议》要求各协约国政府规范支持措施和出口补贴等公平竞争原则,重新调整我国传统的支农理念势在必行。为此,目前首要考虑是财政支农应采取哪些入世方略来迎接国际市场挑战。
As the new century begins to ring in Doha on the first of November 10, China was formally accepted as the 143rd member by the WTO. We have finally entered the WTO. Excitement, calm thinking. What can we do for the “accession to the WTO?” As the most basic task of the financial departments of villages and towns at the forefront of agriculture, it is a new bright spot in supporting the development of agricultural economy, building rural financial resources, boosting farmers’ income and opening up fiscal revenue. According to the Uruguay Round “Agreement on Agriculture” requiring all contracting governments to regulate fair trade practices such as support measures and export subsidies, it is imperative to readjust the traditional concept of supporting agriculture in our country. To this end, the primary consideration at the moment is what strategies should be adopted for fiscal support for agriculture to meet the challenges of the international market.
