改革开放以来,寻租问题一直伴随着中国的经济发展。特别是在发展中国家,寻租问题在其经济增长中普遍存在。本文通过寻租问题的博弈分析阐明在效用最大化的前提下,无论对于企业或是地方政府而言,寻租行为是发展中国家经济行为人的理性选择。同时指出,无论是在发展中国家还是发达国家,寻租行为都会存在,其只能通过健全的法律体系和完善信息公开机制将寻租行为控制在有限狭小的范围内。
Since the reform and opening up, rent-seeking has always been accompanied by China’s economic development. Especially in developing countries, rent-seeking problems are prevalent in their economic growth. Through the game analysis of rent-seeking problem, this paper shows that rent-seeking behavior is a rational choice for economic actors in developing countries, both for enterprises and local governments under the premise of maximizing utility. At the same time, it points out that rent-seeking behavior exists in both developing and developed countries. It can only control the rent-seeking behavior within a limited and narrow scope through a sound legal system and a sound information disclosure mechanism.
