一、结构移动是我国通货膨胀的基本成因党的十一届三中全会以来,由于农村率先改革,普遍实行联产承包责任制,解脱了长期困守在田间的农业劳动力索缚,从而使将近有40％左右的农业劳动力向非农业转移,这一巨大的变化,促进了我国经济的快速发展。但是,由于缺乏科学的产业政策导向,加上宏观调控机制乏力,以及地方“分权”体制的推动,使我国经济结构进一步陷入了新的失衡之中。
