国际EPC项目的索赔,起因复杂烦琐,过程长期持久,索赔成本较高,若按照传统方法计算索赔成本和索赔时间将异常复杂,有时难以实现,因此难有非常成功案例。以非洲某国际EPC工程项目多重因素导致工程延误的索赔操作的具体实例,在把握索赔本质原则的前提下,根据起因原则,厘清各索赔事件造成的影响;采用挣值曲线对比方法而非纯粹的关键工作法计算项目的延误工期;在计算索赔的成本中从全项目周期角度不但索赔实际已经发生的损失,也包括了以后必定要发生的损失。实例中提供的新颖计算方法,方便实用,有助于索赔的成功解决,和索赔新思维开拓。
The claims of international EPC projects are complicated and cumbersome, the process is long-lasting and the costs of claims are high. If the traditional methods of calculating claim costs and claims time are exceptionally complex and sometimes difficult to be implemented, it is very difficult to have a very successful case. Based on the principle of causation, this paper clarifies the impact of each claim event on the premise of grasping the nature of the claim, using the concrete example of the claim for delays caused by the multiple factors of an EPC project in Africa. By using the comparison of earned value curves instead of the pure The key work method is to calculate the project delay period. In the calculation of the claim cost, it not only claims the actual losses that have occurred but also those losses that will occur after the full project cycle. The novel calculation methods provided in the examples are convenient and practical, contribute to the successful resolution of claims, and claim new ideas.
