要把科学发展观全面贯彻落实到改革开放和现代化建设全过程,群众是基础,各级领导干部是关键。因此,要求各级党政领导干部必须具备较强的推动和引领科学发展的能力。这就要求各级领导干部要树立正确的执政思想和执政理念,不断提高科学发展能力、科学决策能力和高效执行能力,在全面建成小康社会的实践过程中不断积累经验、改进工作、提高能力。为进一步提高领导干部推动科学发展能力,本文归纳了当前领导干部在科学发展方面存在的主要问题,分析了问题存在的原因,提出了提高科学发展能力的建议。
To fully implement the scientific concept of development to the entire process of reform and opening up and modernization, the masses are the foundation and leading cadres at all levels are the key. Therefore, it is demanded that the party and government leading cadres at all levels must have strong ability to promote and lead scientific development. This requires that leading cadres at all levels should establish correct ideas on governance and governing concepts, continuously improve their ability of scientific development, scientific decision-making and their ability to implement them in an efficient manner. They should continuously accumulate experience, improve their work and enhance their capabilities in the practice of building a moderately prosperous society in all aspects. In order to further improve the ability of leading cadres to promote scientific development, this paper summarizes the major problems that leading cadres currently have in scientific development, analyzes the reasons for the existence of problems, and puts forward suggestions on how to improve the capability of scientific development.
