当媒体进行舆论监督时，常常会遇到一些意想不到的限制和阻碍。原因固然很多，但从媒体方面找问题，主要是缺乏舆论监督的建设意识，一味追求舆论监督的轰动效应。只有把舆论监督的建设意识放在第一位，才能够顺利地开展舆论监督。
