文件的产生始于1996年联合国儿童基金会一个国际合作的教育项目。教育部为此组成专家班子,针对课程改革,在全国搞了一个九年义务教育课程实施状况调查。调查反映了从小学到初中一系列不容乐观的情况,包括教师对教材知识的难度、繁杂程度、陈旧状况等的评价,学生在学校的生存状态、心理感受等。比如“你每天背着书包上学的路上心情如何”,“你对公布考试成绩有什么看法,是否恐惧、紧张或厌恶”等,对这类问题有负面感受的学生比例,随着学生年级的升高而越来越高。
The document began with UNICEF’s 1996 International Cooperation Education Project.
