1993年以来,黄石市铁山区从企业实际出发,大刀阔斧地对区、镇(街道)22家工业企业进行了以公有民营为主要形式的改革。一、公有民营改革的动因及其做法实行公有民营的22家企业均为小型企业。其中区办9家,镇办10家,街道办3家。按行业分类,纺织3家,机械电子4家,化工、建材、轻工各5家。实行改革前的1993年,22家企业固定资产总值为3366.49万元,年产值5524.06万元,职工1132人;生产经营基本正常的只有20%左右;出现不同程度亏损的达60%左右,其中有5户处于停产或半停产状态,4户企业资不抵债,亏损额达170.88万元一;在职职工年平均工资仅2115.5元,且不能按时发放。企业
