分析了电力市场的4种模式(完全垄断、发电市场竞争、批发市场竞争和完全竞争)及其对应4种市场结构(垂直垄断型结构,发电独立型结构,输电开放型结构和输、配电开放型结构)。针对其不同的特点,政府需采取不同的所有制形式进行控制;并对4种市场结构进行评价,指出电力体制改革应结合各国政治经济的实际和电力市场发展水平确定改革目标。
The four models of the electricity market (complete monopoly, power market competition, wholesale market competition and perfect competition) and their corresponding four kinds of market structures (vertical monopoly structure, power generation independent structure, transmission open structure and transmission and distribution Open structure). In view of their different characteristics, the government needs to take different forms of ownership control; and four kinds of market structure evaluation, pointed out that the power system reform should be based on the actual political and economic development of various countries and the electricity market level to determine the reform goals.
