水利工程是提升国民经济的重要措施之一,在建设水利工程的过程中,必须建立完善的保证措施。各级水利管理部门必须认真落实水利部党组提出水利管理的方式、政治措施,在对管理措施进行改革以及完善的过程中需要从管理体制上多下功夫,牢固的管理措施是保证水利工程的有效措施,将水利管理的中心移动到真正的管理措施上,向水利管理制度要效益,让水利管理推进农村水利的发展。但水利管理中还存着的较多的问题,这些问题不进行及时的解决是没有办法促进农业发展的。
