CMM标准给出企业不断管理创新和发展的阶段性目标和最终目标,是软件企业及其产品增强国际竞争力的必要手段。然而我国软件企业实施软件项目管理水平参差不齐,除了少数大型软件企业已经比较规范地实施软件项目管理,其余大部分中小型软件企业,没有进行规范的和有束力的软件项目管理,更谈不上达到CMM2级及以上等级能力水平。了解我国软件项目管理现状,清楚采用基于CMM进行软件项目管理的基本准则和方法,以及实施CMM2级的实践路径,显得尤为重要。
