从人民公社时期的集体医疗制度到改革开放之后的个体化农村卫生室经营体制的变革.基层医疗卫生改革呈现出了市场化扩张的态势.但是现实的制度实践并不让人满意.看病难和看病贵仍是一个无法回避的问题。伴随着新型农村合作医疗制度的实施.全国各地也对村庄范围内的卫生室进行了改革和建设。河南信阳地区进行的标准化卫生室建设工程在改善卫生室硬件方面发挥了重要的作用,也给农村医生提供了不少的便利和进修学习的机会.但是这一过程依然透漏出不少问题,目前最令乡村医生困扰的问题就是卫生室的公私属性问题。

However, the actual institutional practice is not satisfactory. Being expensive is still an unavoidable issue. With the implementation of the new rural cooperative medical system, reforms and construction of village-wide health clinics have also been carried out throughout the country. The standardized health building project carried out in the Xinyang area of Henan Province has played an important role in improving the hardware of the health room, and it has also provided rural doctors with many opportunities for convenience and learning. However, this process still reveals many problems. The most troublesome issue for rural doctors is the issue of the public and private nature of health clinics.
