公路是为国民经济服务的一个重要基础设施,必须保证公路运输安全畅通。但近几年来,任意侵占、损坏公路设施,乱砍滥伐行道树木的现象常有发生,造成公路不通,事故频繁,使国家和人民生命财产受到严重损失。为坚决刹住这股歪风,切实加强公路路政管理,维护公路设施,保证安全畅通,适应国民经济发展的需要,特作如下通知:一、公路(社队自修、自养的乡村道路除外)及其附属设施,包括两旁已划定的用地,都是国家财产,任何人不得任意侵占或破坏。二、严禁在公路上和两侧留地范围内建房搭棚、挖沟引水、埋设管线和电杆、烧窑、开山采石等。公路两侧留地是为修建排水系统、取土修路、造林绿化、巩固路基用 Highway is an important infrastructure for the national economy, we must ensure safe and smooth road transport.
