民营科技企业是我国经济体制改革和科技体制改革相结合的产物。党的十五大明确指出:我国现处在社会主义初级阶段,是以社会主义公有制为主体,多种所有制经济共同发展的经济体制。这在某种意义上讲是对民营、私营科技企业的肯定。在当前民营科技企业的发展过程中,无疑还存在着种种困难与不适,如何确定民营科技企业的法律地位和实施科学化、规范化管理,已成为一个迫切需要解决的问题。本刊欢迎大家就这一问题进行共同探讨。
Private technology enterprises are the product of the combination of the reform of our economic system and the reform of the science and technology system. The 15th National Congress of the CPC made it clear that China is now in the primary stage of socialism and is an economic system that takes socialist public ownership as the mainstay and various forms of ownership economy develop together. In a sense, this is a recognition of private-owned and privately-run science and technology enterprises. In the current development process of private science and technology enterprises, there are undoubtedly many difficulties and discomforts. How to determine the legal status of private science and technology enterprises and to implement scientific and standardized management has become an urgent problem to be solved. We welcome everyone to discuss this issue.
