台湾的工业升级是当前台湾经济转型中的一个极为重要的问题。一、问题的提出工业升级问题的提出是在70年代中期。台湾经济在60年代推行出口导向的发展战略,开始了起飞。从1960年到1973年,出口额由1.64亿美元增长为44.83亿美元,年均增长率为29%。进口额由2.97亿美元增长为37.92亿美元,年均增长率为22%。1964年,对外贸易首次出现0.05亿美元的顺差,1973年,顺差金额达6.91亿美元。
