Harbin Institute of Technology Department of Radio Engineering Communication Laboratory, in 1985 assumed the “flood control command network Heilongjiang demonstration project” task, on January 21, 1986 in Harbin Institute of Technology Heilongjiang Provincial Department of Water Resources and Harbin Institute of Technology held a program review.
