一、努力建设政治坚定、作风过硬、团结协调、务实创新、整体素质高的领导班子 (一)用建设有中国特色社会主义理论武装领导班子。提高班子成员的思想政治素质,形成共同的思想基础,这个基础从企业内部来讲,就是在建设有中国特色社会主义理论的指导下,把企业两个文明建设作为共同目标,使两级班子从思想上取得共识,行动上协调一致,工作上互相支持。 (二)把握关键环节,确保党的民主集中制原则的贯彻落实。我们对企业重大问题做了明确界定,规定重大问题必须由集体讨论决定,任何个人无权决定,也无权改变集体的决定,并通过具体的制度加以保证。同时,我们还认真坚持一年两次领导干部民主生活会制度。会前,及时征集群众、职工代表和不同层次人员的意见和建议。每次民主生活会上,大家畅所欲言,开诚布公,使民主生活会达到予期目的。 (三)坚持党管干部的原则,保证厂长的用人权。在任免干部中,我们按照公司聘用干部标准和考察、培养、使用的程序进行。对后备干部,通过压担子,交任务,给台阶,在实际工作中加强锻炼培养;并全面考核他们的“德、能、勤、绩”,重点考核思想品德和工作实绩。这些制度的实施推进了干部能上能下,使党组织真正本着精干高效的原则培养人、使用人。 (四)认真抓好班子廉政建设。近年来,我
