本文基于经济学基本原理,重点理清医疗服务的性质和特点,以此论证其组织形式,并结合卫生经济学和信息经济学相关理论,构思我国公立医院改革:除免疫、传染病防控等基本医疗服务属于公共物品外,大部分医疗服务是私人物品,由市场提供是一种有效的制度安排,因此民营化是我国公立医院改革的主要方向。鉴于营利性医疗机构在提供医疗服务时,因医疗服务的不确定性可能引起的契约失灵问题,公立医院转制为非营利性民营医院是公立医院民营化改革主要方面。
