4月末,中共中央政治局召开会议,审议通过《京津冀协同发展规划纲要》。会议强调要坚持协同发展、重点突破、深化改革、有序推进。要严控增量、疏解存量、疏堵结合调控北京市人口规模。要在京津冀交通一体化、生态环境保护、产业升级转移等重点领域率先取得突破。要大力促进创新驱动发展,增强资源能源保障能力,统筹社会事业发展,扩大对内对外开放。要加快破除体制机制障碍,推动要素市场一体化,构建京津冀协同发展的体制机制,加快公共服务一体化改革。要抓紧开展试点示范,打造若干先行先试平台。
